Article 156

If the water of a stream is not enough to irrigate all the land round it and the owners of the land are in dispute about priority and non - priority, and none of them can prove a right of priority, every piece of land which is nearer to the source of the water shall, in due order, have the right of priority over land which is lower down, to the extent of its needs.
