Article 91

In the following cases the profits of the estate endowed for the public shall be expended on public services 1 - In cases where it is not known how the profits of the estate are to be expended, unless there exist some indications as to the donor’s real desires. 2- In cases in which the expenditure of the profits of the estate in the special manner laid down by the testator is impossible.
