Voting in which Members rise row by row, starting on the Speaker's right, rather than by party. This method is used in the House for divisions on private Members' business (where the sponsoring Member votes first as a courtesy), for free votes and in Committee of the Whole, where divisions are not recorded.Compare: standing vote.Distinguish: recorded division; voice vote.
