ex officio member

Generally taken to be a person who, by virtue of an office or position held or because of an expertise, is unofficially attached to a committee in a capacity separate from the research staff or a consultant. In House of Commons practice they may be allowed to question witnesses and participate in the drafting of a report, they are not allowed to vote or be counted in the quorum.
